As I've said before successive UK Govt.s *have* had industrial policies, but they are always focussed on the needs of the financial services sector;

the news that Rachel Reeves is putting 'financial services at the heart of the government’s growth mission' is not a new step but rather more of the tired & ineffective set of policies that have led the UK into its economic malaise.... and when she mentions 'trickle-down' you know this is not going to end well!
